Community Improvement Plans

A Community Improvement Plan (“CIP”) is a tool that will be used by the RDA, in coordination with elected officials and community partners, to guide redevelopment and neighborhood improvements within a defined area. This plan will be created by overlaying the community’s vision with professional expertise to develop strategies that will address the priorities of the targeted area.

Rental Rehab

The Rental Rehabilitation Program was created to provide up-front funding for the repair and rehabilitation of residential rental properties that were damaged by Hurricanes Gustav and/or Ike in exchange for attainable rental housing once the property is rehabilitated. The Rental Rehab Program is designed to ensure rental properties damaged by the hurricanes are brought back into service and do not fall into blighted conditions. The Program also seeks to stabilize rents in traditional neighborhoods and encourage mixed-income rental properties.

Land Banking

The purpose of the Land Bank Program is to acquire vacant and abandoned tax delinquent property, clear the title of the property expeditiously and then market the property to individuals, developers and non-profit organizations for redevelopment.

Gap Financing

The Gap Financing Program is designed to provide gap funding for mixed income real estate development projects. Gap Financing will provide permanent mortgage funds for acquisition and development of property within an RDA-identified Target Area.
